SSHIA Accelerates Health Insurance Programmes Across Nigerian States
In a decisive move to bridge the gap in healthcare access, Executive Secretaries and Chief Executive Officers of State Social Health Insurance Agencies (SSHIAs) across Nigeria are intensifying efforts to accelerate health insurance programmes at the subnational level. This renewed drive is critical to achieving Universal Health Coverage (UHC) in a country where out-of-pocket health expenditure remains stubbornly high for millions of citizens.
Strategic Advocacy at the NGF Secretariat
As part of these accelerated efforts, the SSHIA Forum of CEOs recently paid a high-level strategic and advocacy visit to the Secretariat of the Nigeria Governors’ Forum (NGF) in Abuja. This visit underscores the vital role that state governors play in the sustainability and expansion of health insurance schemes. By engaging directly with the NGF, the SSHIA leadership aims to secure stronger political commitment, timely counterpart funding, and policy alignment across all 36 states.
The collaboration with the NGF is expected to create a unified framework that addresses administrative bottlenecks, enhances legislative support at the state level, and drives public awareness. Historically, state-level health insurance schemes have faced varying degrees of implementation success. Closer synergy with state executives ensures that healthcare financing is prioritized in state budgets.
Overcoming Subnational Healthcare Barriers
Expanding health insurance at the subnational level is fraught with challenges, including low enrollment in the informal sector, infrastructural deficits in rural primary healthcare centers, and limited public trust. However, the SSHIA forum is actively working on innovative solutions, such as leveraging digital technology for easier enrollment and mobilizing community-based organizations to drive sensitization.
By strengthening these state schemes, SSHIAs aim to protect vulnerable populations—such as pregnant women, children under five, and the elderly—from catastrophic health expenditures that push families into poverty.

The advocacy visit to the NGF is a milestone that signals a collaborative future for Nigerian healthcare. With stronger political will and structured state backing, SSHIAs are well-positioned to transform the healthcare landscape, ensuring that quality, affordable medical services are not a luxury, but a fundamental right for every Nigerian.
